NEC Conduit Fill Rule: Table 1, Note 7 and Geometry

Count-based 53/31/40% budgets, equal-area Note 7 boundaries, and the separate geometric jam-ratio screen.

·3 MIN READ·EDITORIAL

Chapter 9 Table 1 supplies the count-based area budgets used by this calculator. A budget is distinct from actual fill, which is total conductor area divided by the raceway’s 100% interior area.

Total conductors Base percentage tier
1 53%
2 31%
3 or more 40%

Count every conductor present for fill, including the neutral and equipment grounding conductor. Ampacity-adjustment counting is a separate question. For a complete multiconductor cable, use the cable envelope and count each cable once; do not add its internal wire areas as if they were separate raceway conductors.

Note 7: use the applicable tier

For equal total conductor areas including insulation (within 1e-9 in²), divide the applicable percentage budget by one insulated conductor’s area. A fractional part of at least 0.8 permits the next whole count; otherwise truncate. Check the candidate count against its own tier. The reverse maximum-count calculation and forward verdict use this same rule.

Different conductor areas use strict area comparison in this engine. THHN and THWN-2 at the same gauge have equal stored areas and share a Note 7 group. The rule is documented in the NFPA public 2023-cycle Chapter 9 text, PDF page 367. That development document is not final-edition certification; consult the official NFPA access page and locally adopted edition.

Single-conductor boundary

For 1/2-inch EMT, the interior area is 0.3040 in². A 1/0 THHN conductor occupies 0.1855 in². The 53% budget is 0.16112 in², and 0.16112 ÷ 0.1855 ≈ 0.8686. Note 7 therefore permits one conductor by this rule. Actual fill is 61.02%, not 53%.

This example does not require a conductor wider than the bore: the equivalent circular diameters calculated from the two areas are about 0.4860 inch for the wire and 0.6221 inch for the raceway. Real pulling clearance and construction still need their own checks.

Two-conductor boundary

For two #6 THHN in the same raceway, each wire occupies 0.0507 in². The 31% budget is 0.09424 in². The quotient 0.09424 ÷ 0.0507 = 1.8588 permits two under Note 7. Actual area is 0.1014 in² and actual fill is 33.36%.

Three-or-more example

For #12 THHN in 1-inch EMT, 0.8640 × 0.40 ÷ 0.0133 ≈ 25.9850. Note 7 permits 26 identical conductors. Actual fill is 40.02%. Adding a differently sized grounding conductor requires a new mixed-size calculation; it cannot inherit this rounded count.

Scope and limitations

The calculator does not determine ampacity, bending or pulling limits. It has no nipple-length input and does not implement a 60% nipple mode. Protective sleeves also need separate assessment; the measured cable calculator distinguishes them from complete raceways and uses strict cable budgets without Note 7.

The percentages and Note 7 are calculation rules. They do not establish thermal or pulling performance.

Four 1/0 THHN conductors in EMT

The area is 4 × 0.1855 = 0.7420 in².

EMT size (in) 100% area (in²) 40% budget (in²) Actual fill (%) Accepted by engine
1 0.8640 0.3456 85.88 no
1-1/4 1.4960 0.5984 49.60 no
1-1/2 2.0360 0.8144 36.44 yes
2 3.3560 1.3424 22.11 yes

The smallest supported EMT size accepted for that conductor list is 1-1/2 inch. This is an area minimum, not a pulling or installation recommendation.

Jam ratio is a separate geometric screen

For exactly three identical round conductors, the calculator infers each equivalent diameter as √(4 × area / π), then divides conduit equivalent ID by conductor equivalent OD. It flags ratios from 2.8 to 3.2 for further pulling assessment. Identical rows are combined; mixed sizes, different insulation types and counts other than three are not assessed.

The band is described in Table 1 Informational Note No. 2 in the same NFPA public 2023-cycle compilation, PDF page 367. This is a geometric screening band, not a measured probability or final-edition certification. Bends, friction, tolerances, pulling tension and sidewall pressure are not modeled. The jamming reference retains the detailed assumptions.
